Eng. Saad bin Abdulaziz AlKhalb has been the CEO of the Saudi Export-Import Bank since May 2021.

In both public and private sectors, His Excellency Eng. Saad AlKhalb has established himself as a forward-thinking leader and strategic thinker. Throughout his expansive career spanning over 30 years, he has showcased his expertise in strategic leadership, investment, banking services, international trade, imports/exports, and logistics. As the first-ever appointed CEO of Saudi EXIM, he fully established this vital economic institution, leading to its products gaining global recognition and significantly expanding its global presence. Eng. Saad has been instrumental in forging strategic partnerships with Export Credit Agencies (ECAs), EXIM Banks, International Organizations, and various financial institutions both regionally and globally.

Prior to his appointment at Saudi EXIM, Eng. Saad served as the President of the Saudi Ports Authority (MAWANI) for three years, transforming the operational and financial performance of nine commercial and industrial ports in Saudi Arabia. This transformation secured MAWANI a position among the top five global container handling authorities. Notably, his tenure witnessed the successful execution of a privatization venture surpassing SAR 16 billion (USD 4.2 billion).

As the Vice Minister of Transport, Eng. Saad successfully implemented financial and administrative reforms within the ministry, optimizing safety and investment in Saudi Arabia and further solidifying his reputation as a change-driving leader.

Eng. Saad’s contributions have also extended to the private sector, where, after a distinguished career in finance and banking that covered corporate and retail sectors, as well as investment, information technology, and operations, he was promoted to leadership positions both locally and internationally.

Eng. Saad holds positions on the boards of Saudi EXIM, the Saudi Export Development Authority, ,HSBC Investment Saudi Arabia, Sinad Holding—a publicly listed investment company, the United Financial Services Company and The Chairman Board of Directors and Executive Committee of
The Arab Investment Company , among others.

Having completed a bachelor’s degree in electrical engineering from King Fahd University of Petroleum and Minerals in 1992, His Excellency Eng. Saad has also pursued advanced training programs, demonstrating his commitment to continuous learning and professional development.
